Preorders don't cost anything though Jeem, so technically it is free.
I guess they just want 'pre order' beta testers because they want testers who are genuinely interested in Fallout and have a greater knowledge of the game world.
Better that than some douche who hasn't preordered, play for 5 mins then slag it off on social media/YT channel
Let me correct that for you...

Personally I think its down to money in two ways, first as you say free play testers to break the game and secondly it will massage the companies share price when they release the numbers of how many players pre-ordered/access beta etc.

I was being disingenous a bit, it makes sense to offer beta access as part of pre-orders in the sense that it's like a kind of user-acceptance testing. But what I don't like is the messaging of it as a pre-order bonus, like check out this sweet deal we giving you. When really their games are so rickety with bugs that they actually need high numbers of players cover the test cases for a proper release.

Fallout: Miami Mod Trailer Lets You Explore Your Very Own Post-Nuclear Wasteland Vacation

https://www.youtube.com/watch?v=aPtAjvtJhf8

“The Sole Survivor journeys to the sunny South, following the promise of a well-paid job, but ends up embroiled in a conflict between various groups, some vying for power, others fighting to uphold their ideals,” explains the trailer’s description. “Uncover the truth behind the mysterious disappearances and take part in the age old struggle between Order and Freedom.”

Fallout Miami will be divided into several districts, catering to your exploration desires:

•Meridian: On the outskirts, you’ll find Meridian, an industrial zone that hosts the well-known Pop & Chill bottling plant, among other factories, and the homes of Miami’s working class.

•Atlantic: Just over the river is Atlantic, a district of two parts. Along the coast are some of the most opulent resort hotels, including the world-famous Sunshine Hotel & Casino, while the central area is mostly residential.

•Maimon: Home to the university campus and hospital.

•Bayshore: Luxury housing and luxury leisure, mansions are a common sight in Bayshore and the Cuban golf course is an ever-popular destination for fat cats both native and visiting.

•Sheridan: Similarly to Atlantic, the coastline is dedicated to tourism. On the west side of the river are many suburb-like neighbourhoods, as well as Miami Beach Sheridan High School, which borders Bayshore’s vast golf course.

•Downtown: The beating heart of Miami. Business, shopping, bars, restaurants, theaters, Downtown has it all, including civic buildings such as City Hall and the Miami Beach Convention Center.

•Flamingo: A patchwork of retirement communities, entertainment and luxury, Flamingo is Miami, just calmer. Locations range from Miami’s largest yacht club to the Flamingo Trailer Park.

New updates have appeared on the official FAQ page for Fallout 76 from Bethesda Game Studios that gave a bit more insight into what to expect from the game’s “B.E.T.A.”, which is expected to begin sometime in October.

Specifically, the FAQ page revealed that Bethesda’s plans are that the B.E.T.A. will give players access to “the full game,” and all player progress earned during the course of playing the B.E.T.A. will be carried over from there into the final game’s release in November.

Given that Fallout 76 is introducing a more online-focused structure to the Fallout series, it’s encouraging that players in the B.E.T.A. will have the chance to experience what (essentially) will be the full content of the game, other than a presumed time limit for when the B.E.T.A. will take place.

:| don't think theres anything new here but...

‘We turn the a##holes into interesting content,’ says Bethesda’s Todd Howard

Fallout 76 is a massively multiplayer game with player-versus-player combat. This raises questions of how the game will manage the more malevolent members of the player base, those hellbent on killing other human players and disrupting their enjoyment.

Bethesda Game Studios has thought about this, game director Todd Howard said this weekend at QuakeCon: “We turn the assholes into interesting content.”

What that means is, a human player who kills another will become a “wanted murderer,” with a bounty on their head. That bounty is going to be paid out of the offending player’s cap total, and will be commensurate with their level. Furthermore, players will be alerted to these “wanted murderers” presence on the mini-map — they’ll be flagged by a big red star. But the murderers themselves won’t be able to see other players, or even know that they’ve been flagged.

Fallout 76 will also feature a “revenge system” whereby players killed by another human player can go back, find them, and try to kill them for double the ordinary cap payout. PvP kills in Fallout 76 will be paid off according to the level of the player taken down, Howard said.

:? wont that revenge system be open to abuse with players "helping" each other out ?

And...

Fallout 76 character customization will add card-based perks to SPECIAL system

This game seems fucking terrible. I just watched their card/level up system. It seems like they can barely explain it them selves, I certainly didn’t understand it. Also there was the point made that what do you do with Charisma stats in a game with no NPC’s? The answer seems to basically be nothing.

I’m not against an online Fallout. I think it can work and makes sense that it should work. But everything they say about this go at it sounds really bad. The level up system, no NPC’s, charisma being irrelevant, extra focus on crafting and resource gathering. Yuck.

I suppose their really just trying to get a share of the Survival/building game market, Minecraft hade such a huge impact and has imbedded itself deeply then with the likes of Ark Evolved and Life is Feudal built and expanded the market.

And now of course Fortnight's battle royal is ruling the roost with its last man standing build cover mechanics.

I understand trends and why the game has these features I just think thy’re doing it wrong. Simplicity is key. That is why Fallout had such success in the first place. Here are a bunch of complicated systems, but they are fed to me very smartly so I understand it quickly and how they connect. It is really good design.

In the video they just had the game director explain there level up system and I’m scratching my head like “Is he saying it’s like Nier?”

Maybe when I play it it all comes together but everything they’re saying about it is like “Why would you do that?”

I haven't watched the demo but in comparison to this I do remember Mordor having such an overload of systems in its demos that it made the game underneath just look like a bunch of formulas and processes.

You'd think they'd look at BOTW as the trend to follow now. Invisible systems that are always surprising you.

:| found a bit more on that bounty system...

If a player simple shoots another player, it will do very little damage. If the player who was shot hits the other player back, then full damage will begin to occur.

How little that initiating shot will do has yet to be revealed. But, it sounds like a nice way to keep people from being total d-bags!

The reduced damage output can eventually kill a player, but the killer gets nothing from the kill and is marked with a bounty.

And the reward is payed out of the bounties cap total.

:| fleshes it out a bit more, but what if the PK spends his caps on items first before going hunting ?, he still gets to kill players without any real forfeit and for PK the kill is more fun than the rewards.

Fallout 76's latest video teaches you how to cooperate with others or instead how to blow them up.
