Or in layman's terms:

Some brave soul sets a tournament up.

People put their names forward.

Some person asks what format it is, even though this is usually stated in the creation of said tournament.

A time/date is discussed.

It never happens. Six months later some new volunteer starts up a "we should have totally done this" topic, and the circle begins again.
