Monitor + 360

I want HD on the cheap so i have a few Q's. Ta.

I am thinking of buying this monitor (1680x1050 Resolution). Does this mean that it's resolution is slightly too low for 1080? Could I run 1080 or, if running 720, would I have black bars?

I would be using the 360 VGA cable, how do I convert the RCA to 3.5 mm so I can output the sound through my speakers. So essentially I need

VGA RCA > Converter that changes RCA into a 3.5 output (like on a headphone port or my PC) > Speakers

Where Can I buy the converter?
